The Partnership Center, Ltd. (PCL) was established in 1997 to create new ways for organizations to improve their performance and effectiveness in order to address homelessness and poverty issues by creating new service models and collaborative efforts. Using data driven solutions PCL’s work is focused on helping improve performance of programs and projects across Cincinnati and the nation.  We work with federal agencies, funders, and community service organizations that plan, fund, or provide housing and services to persons experiencing homelessness and/or low-income persons.

PCL is the developer and manager of VESTA® – the Virtual Electronic Service Tracking Assistant software, designed to measure performance, track accomplishments, report to funders, manage services, and facilitate integrated service approaches.

NATIONAL TECHNICAL ASSISTANCE

PCL is a primary national Technical Assistance provider for HUD on HMIS. PCL and VESTA are the National HMIS Data and Research Lab (with local data used for testing). The Lab enables HUD, and the HMIS Federal Partners, to use VESTA along with aggregate community data to consider best practices for outcome reporting and client trends to develop policies for ending homelessness including:

  • Data Standards development and testing;
  • Researching Veterans Homelessness for HUD Secretaries and facilitation of the VA/HUD document of Best Practices: Sharing Information to End Veteran Homelessness;
  • Creating tools to support cross system functionality (HMIS CSV Test Tool, Reporting Generation Excel Tool, etc.);
  • PCL’s president works on-site at HUD headquarters once a month to advise HUD and the Federal Partners on data, performance measurement, and the integration of solutions.

LOCAL COMMUNITY WORK

VESTA is used across the Cincinnati/Hamilton County Continuum of Care for the Homeless as its Homeless Management Information System (HMIS). Since 2004, 100% of the providers of services and housing for persons experiencing homelessness on the streets, in shelters, and transitional and permanent housing use VESTA – the only community in the nation with such a record

  • PCL is also the HMIS Lead Agency managing the Cincinnati/Hamilton County’s HMIS implementation, providing user training and support, developing new reports, and supportive tools for the CoC.
  • VESTA is used by the United Way of Greater Cincinnati since 2010 as the shared measurement system for Emergency Services to help ensure unified outcome measurement, identify opportunities for stronger collaboration, and reduce duplication of services in support of the United Ways’ “Gainful Employment” Bold Goal.
  • VESTA’s “Homeless Certification” system is used for all VA projects to ensure that homeless persons are those who are receiving services and housing. VESTA generates a “Chronic Homeless Vets List” used by the VA and outreach workers to invite clients into HUD/VASH. VESTA records SSVF, GPD (full data collection), HCHV Contract Emergency Residential Services service data, as well as inputs HOMES data for HUD/VASH and is awaiting full data collection on that project and on VA Street Outreach.
